Given the need to have a governing body with technical regulatory powers to organize the mechanisms for preventing corruption in the state apparatus; the Executive Power approved the creation of the Secretariat of Public Integrity by Supreme Decree No. 042-2018-PCM of April 22, 2018.
Becoming the body responsible for exercising technically, the rectory of the National Integrity and Anti-Corruption Policy, monitoring and evaluating the National Plan on the subject, as well as developing mechanisms and instruments to prevent and manage the risks of corruption.
On July 24, 2019, the Directive “Guidelines for the implementation of the integrity function in Public Administration entities” was approved by Resolution of the Secretariat of Public Integrity No. 001-2019-PCM/SIP of July 24, 2019, with the purpose of implementing the integrity function throughout the entire the public apparatus in accordance with international standards and good practices raised from international experience and in accordance with the National Policy and the National Integrity Plan and Fight against Corruption 2018 - 2021.
The components and subcomponents of the Integrity Model propose a commitment from senior management; risk management; integrity policies; transparency, open data and accountability; internal, external control and audit; communication and training; channel for complaints; supervision and monitoring of the model.
The creation of the High Level Anti-Corruption Commission, space integrated by public, private, and civil society institutions that aim to articulate efforts, coordinate actions and propose medium and long-term policies aimed at preventing and combating corruption in Peru.
The Commission for Judicial Integrity and the Fight against Corruption was created through Administrative Resolution No. 355-2018-CE-PJ of December 19, 2018, document that also approved the National Plan for Integrity and Fight against Corruption for the Judiciary.
With the subscription of the "Commitment to Education for Integrity” the members of the CAN (representatives of the public, private, and civil society sectors) are committed to promoting a culture of integrity from the school stage, as well as to disseminate the importance of guaranteeing an education that fosters integrity, ethics, and the fight against corruption. To fulfill this goal, they commit to implement actions that have as a line of work: educational resources, communication and advocacy, training - technical assistance and the development of regulations / policy in this area.
Conduct a public ceremony of recognition of civil servants and / or public servants who excel in the fulfillment of ethical duties and principles, within the framework of Law No. 27815, Law of the Code of Ethics of the Public Function and Supreme Resolution No. 120-210-PCM, which approves the “Guidelines for the selection and recognition of the public employee that stands out in compliance with the Code of Ethics of the Public Function”.
During 2019, the development of a campaign called “Serve with Integrity”, proposed by the Secretariat of Public Integrity of the Presidency of the Council of Ministers with the participation of the National Civil Service Authority - TO SERVE began.
For this campaign, each of the public institutions included in their citizen service lines, as well as in their web portals - social networks, messages aimed at promoting the values of integrity and public ethics.
The Integrity in Public Management Program, aimed at executives of the state, seeks to strengthen participant’s abilities to undertake changes in the areas under their charge, positioning in those areas a culture of integrity, within the framework of national and international policies that promote government integrity and the fight against corruption.
The I Integrity and the Fight Against Corruption National Contest: Express Yourself for Integrity (2018) seeks to sensitize young people about the fight against corruption, to achieve their active participation and to commit them to be actors of change within their community.
The "Control Tips" are brief recommendations issued by the Comptroller General to guide civil servants and public servants, from a preventive approach, on the proper use of State assets and resources and the rules that they must fulfill in the exercise of their functions. They also explain the existing prohibitions and applicable sanctions, so that citizens can participate by alerting of a situation of functional misconduct.
In compliance with the National Integrity and Anti-Corruption Policy (DS No. 092-2017-PCM), the Peruvian State approved on April 26, 2018, the National Integrity and Anti-Corruption Plan 2018- 2021 (Supreme Decree No. 044-2018-PCM) instrument that has 69 strategic actions aimed at preventing and punishing cases of corruption and other associated phenomena, as well as at identifying and managing possible risks of corruption.
The actions of public officials and servants inside and outside the Office of the Comptroller General of the Republic must be faultless, caring for individual values (integrity, independence and objectivity, competence and professional behavior, responsibility), as well as corporate values (excellence, transparency, innovation, autonomy and result-oriented actions).
For this reason, the Comptroller General of the Republic, through the Cooperation and training agreements for the presentation of affidavits for the management of conflict of interests, has made available to all those who make up the National Control System, the affidavits for the management of conflicts of interest (DJI), which are presented in an easy and automated way through the System of Affidavits for the Management of Conflicts of Interest (SGDJI).
The Affidavit of Interests, was approved by Supreme Decree No. 080-2018-PCM on August 2, 2018. This rule constituted a transcendental step in our regulations because it established the obligation of officials and public servants who have the capacity to decide and manage public funds within the scope of the Executive Branch to provide information related to the places where they have worked in the last five years, their family ties, among others, in order to prevent any potential or real conflict of interest that could arise in the exercise of their public function.
Online registration of visits and official agendas: On July 1, 2019, the Regulation of Law No. 28024 was approved, regulating the Management of Interests in Public Administration (DS No. 120- 2019-PCM), to ensure integrity and transparency in the actions of the State and in the activities of people who perform public management acts.
The National Integrity and Anti-Corruption Policy, approved by Supreme Decree No. 092-2017-PCM on September 14, 2017, constitutes an unprecedented document in the history of Peru. For the first time, a clear and express policy has been established, with objectives organized in 3 areas of intervention on which the State must work: a) Improve the State's preventive capacity against corruption; b) Identify the risks linked to acts of corruption; and c) Strengthen the sanctioning capacity of the State against acts of corruption.
Modernization and Access to Justice as a means of Consolidating Transparency and Anti-Corruption Policies through the Electronic Judicial Record - EJE, is a new management system of the judicial process, where all procedural actions are recorded, through secure electronic media, enabling the improvement of justice services, to ensure: online justice; security; transparency; fight against corruption; procedural speed; save of time and money; the contribution to preserve the environment.
The Corruption Reporting Platform (PDC), developed with the technical support of the Secretariat of Digital Government (SEGDI), is a solution that respects the processes, organization and systems existing in each entity; which seeks for information systems to exchange information through the adoption of metadata standards for complaints and the use of the State Interoperability Platform (PIDE) of the Presidency of the Council of Ministers (PCM); in order to expedite the attention of allegations of acts of corruption in public administration.
INFOBRAS is a Public Works Information System, implemented by the Comptroller General, in order to strengthen control and transparency in public works, designed under a citizen-oriented approach, which has managed to integrate and articulate the information to transform it into accessible and friendly, promoting citizen participation to make them strategic allies of the audit work.
Public entities have been forced by legal devices to share information, basically related to the administration of their resources through transparency portals. PERÚ OBSERVA is a tool that gives citizens greater control power, a virtual window of performance and analysis of the behavior of public purchases through the use of the tools that PERÚ COMPRAS manages.
The Registry of Disciplinary Administrative Procedures linked to acts of corruption (REPRAC) constitutes an instrument for the collection and management of information on disciplinary administrative processes and procedures in process linked, as its name indicates, to acts of corruption, of the public employees of all the entities that make up the Executive Power.
The Single Digital Platform for Citizen Orientation – GOB.PE was born out of a need to help citizens to more easily access Peruvian State transactions and services through a single contact point. The platform seeks to guide citizens in a more centralized way with up-to-date, valuable information, making user-friendly digital services available, to help them fulfill their life goals.
The GOB.PE Platform can be replicated in other countries seeking to have a single digital contact point between their governments and citizens, for them to have standardized information and services for the society.
The Document Management Model is a frame of reference for implementing and maintaining proper, transparent, and reliable document management in a public entity. It is developed to address a need for public entities to be equipped with a strategy to gradually implement document management systems for sharing legally valid electronic documents, amongst themselves, and subsequently between entities and citizens or companies.
The Model establishes a set of components and processes, making them easy to digitize, trace, keep, and use while also facilitating communication exchanges between and among the entities’ various document management systems or applications.
A total of 4,242 (29%) candidates of the last regional and municipal elections did not report their income and campaign expenses to the National Office of Electoral Processes (ONPE), despite the deadline for delivering this information having been a month ago.
According to the "Clarity" platform, created by ONPE to add transparency to party finances, of the total number of candidates who have not complied with delivering their financial information, 3882 (92% ) are men and only 360 (8%) are women.
To date, ONPE has a series of modules, through which citizens in general, and political organizations in particular, can learn about campaign revenues and expenses.

The "Public Discussion Table”, which is carried out during the prepublication stage of the Homologation Card projects, is a practice implemented by PERÚ COMPRAS to bring the State closer to the citizen, being the first experience in public procurement that promotes the requirements to be established with active participation of citizens, which will be mandatory in the contracting of all state entities.
Catalogos.perucompras.gob.pe- Faster, more efficient and more transparent: transform classical contracting, with contracting through Electronic Catalogs of Framework Agreements, from the design of an electronic platform in the which the Entities manage public purchases in an agile, transparent, efficient and effective way thanks to the standardization of procedures that allow reducing the discretion of the buyer and reducing the risk of corruption.
The Strategic Path of PERÚ COMPRAS: our winning practice, in 2018, of the Good Practices in Public Management Contest in the Efficient Public Procurement category, consists of analyzing evidence of Public Purchase mapping the public supply and establishing differentiated strategies to order and optimize the purchase in the State.
The purpose of this document of Recommendations and Good Practices to elaborate the market studies in public purchases, is to guide and provide assistance to the personnel in charge of the management and execution of the contracts in the Entities of the State (the buyer), in the formulation of said studies, in order to develop reasonable criteria and/or methodologies for the calculation of the estimated value, considering that the preparation of adequate and correct Market Studies and Inquiries are of high importance in the preparatory actions for public procurement, as well as determinants to achieve successful and timely purchases, which will allow to satisfy the needs of the State, with the maximum return on its resources, within the framework of compliance with institutional objectives and public policies.
The program “Timely Payment to Suppliers” - P3 citizens monitoring with PERÚ COMPRAS, is a strategy based on displaying information and alerts, on the performance of the Entities regarding the fulfillment of payments for goods and/or services perceived through the Electronic Catalogs.
PERÚ COMPRAS a step forward against corruption, the power of BlockChain at the service of the citizen. In order to provide confidence and transparency to the citizen in the contracting processes, PERÚ COMPRAS has implemented a document validation tool for Entities and Suppliers, through a data immutation system through Blockchain, which generates digital evidence of the data involved in the purchase process that are made through the Electronic Catalogs of Framework Agreements.
The Good practices followed by PROINVERSIÓN to prevent and combat corruption are reflected in the creation of the Office of Integrity and Transparency; workshops conducted on integrity and anti-corruption issues for 180 PROINVERSIÓN staffers; the updating of the institutional Code of Ethics; establishment of effective channels for reporting acts of corruption, which includes due care in protecting the confidentiality of whistleblower identity.
The Budgetary Program 0068: Vulnerability Reduction and Disaster Emergency Response, has been making contributions since 2011, so far allocating more than S/17 billion (Sol) in regular contributions that were previously established to reduce risk and protect the population against disaster strikes. This is an important strategy for the country because its implementation has made it feasible to have a co-management mechanism for critical contributions in the aforementioned area through results-based budgeting.
